The NATO CCD COE National Cyber Security Strategy Guidelines were developed in 2013 as a tool to assist policy planners in the process of drafting, improving, implementing and evaluating their national cyber security strategies. The Guidelines complement the NATO CCD COE National Cyber Security Strategy Framework Manual (Ed. Alexander Klimburg) [URL: ].
The Guidelines take a comprehensive approach to cyber security, reaching out to a broad range of relevant actors and aspects. The generalised structure offered in the document can be tailored by each country according to the characteristics of their political, strategic, legal and organisational frameworks, as well as national vulnerabilities and existing capabilities.
