CyCon 2023 will take place in Tallinn, Estonia, from 30 May to 2 June 2023.
The fifteenth iteration of the CCDCOE’s annual conference encourages stock-taking and perhaps re-assessing the many beliefs, assumptions, conclusions, and forecasts about cyberspace, technologies, and people using them.
CyCon 2023 will address our assumptions about conflict in cyberspace and related technologies, including their role in peacetime as well as crisis and conflict. Will our policies and legal frameworks stand the test of time? Which technologies have proved to be game changers, and which have been overrated? CyCon 2023 invites the discussion of topics that might have appeared niche or theoretical just a few years ago but now have taken on real-life significance with the return of war to Europe.
The event will be opened by the President of Estonia Alar Karis. Keynote speakers include the US Acting National Cyber Director Kemba Eneas Walden, Deputy Supreme Allied Commander Transformation Gen. Chris Badia, NATO Assistant Secretary General for Emerging Security Challenges David van Weel, Professor Ross Anderson of the University of Cambridge, Executive Director of the EU Agency for Cybersecurity Juhan Lepassaar, Head of the Department of Cyber and Information Security of the Security Service of Ukraine Illia Vitiuk, BBC News Security Correspondent Gordon Corera, and other distinguished cyber community leaders.
CyCon 2023 is a three day multitrack conference, which includes presentations based on a public call for papers that will be published in the conference proceedings, an IEEE publication.
The conference will feature around 100 speakers on stage, representing government, the military and public sector, academia, and the private sector. Each CyCon participant will receive a hard copy of the conference proceedings and will have the opportunity to meet the contributors.

The NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE) is a NATO-accredited knowledge hub offering a unique interdisciplinary approach to the most relevant issues in cyber defence. The heart of the CCDCOE is a diverse group of international experts from the military, government, academia, and industry, currently representing 39 sponsoring and contributing nations. The CCDCOE encourages and supports the process of mainstreaming cybersecurity into NATO and national governance and capability within its closely connected focus areas of technology, strategy, operations, and law. The CCDCOE is also responsible for identifying and coordinating education and training solutions in the field of cyber defence operations for all NATO bodies across the Alliance.
