The NATO Cooperative Cyber Defence Centre of Excellence is pleased to invite the submission of abstracts for the 17th International Conference on Cyber Conflict (CyCon 2025, “The Next Step”), to be held from 27-30 May 2025 in Tallinn, Estonia. The Call for Papers is open until 8 October 2024.
The world around us is changing at a faster pace every year. Everything we do and how we act changes the world around us and constantly forces us to adapt. We need to look ahead.
It is now well-recognized that cyberspace is neither a place of peace nor war but rather a place that is contested at all times and on all levels. Cyberspace has become a theatre for activities below the threshold of armed conflict, where the lines between defensive and offensive cyber operations and between peacetime, crisis, and conflict are blurred. The range of actors is more diverse than ever before, and their intentions differ greatly. Our adversaries are active 24/7, and so must we be. How do politicians and decision-makers, industry, lawyers, and technological pioneers adapt when the rules of the game are constantly evolving?
CyCon 2025 is pleased to announce an open call for original research papers that offer technical, legal, strategic, policy, and operational insights on future cyber-related developments.

- Notification of Abstract Acceptance: October 31, 2024
- Full Paper Submission Deadline: January 8, 2025
- Notification of Paper Acceptance: February 14, 2025
- Final Paper Submission Deadline: March 10, 2025
Accepted papers will be included in the CyCon 2025 conference proceedings and authors will present their findings at the conference.
