Dr Talita Dias

Dr Talita Dias is the International Policy and Government Lead at Partnership on AI. Her work focuses on global AI governance and government relations.

Prior to joining PAI, she was the Senior Research Fellow in the International Law Programme at Chatham House – The Royal Institute of International Affairs, where she led research and policy engagement on how international law applies to new and emerging technologies, including cyber, online platforms and AI.

Dr Dias is an international lawyer with over a decade of combined policy and research experience. She has worked with a range of governments and multilateral institutions, including the United Nations, the Organization of American States, the African Union, the European Union External Action Service, and the International Criminal Court.

During her time as a Research Fellow at the Oxford Institute for Ethics, Law and Armed Conflict, she co-founded the Oxford Process on International Law Protections in Cyberspace and led research on Cyber due diligence. She also taught different subjects at the University of Oxford, including International Law at the Law Faculty and Law and Public Policy for the Master of Public Policy Programme at the Blavatnik School of Government. Her book Beyond Imperfect Justice – The Principle of Legality in International Criminal Law was published by Brill in 2020.

Dr Dias has been actively involved in the NATO CCDCOE’s activities for several years. She is a co-investigator of the global collaborative project The Handbook on Developing a National Position on International Law in Cyberspace: A Practical Guide for States, set to be published by NATO CCDCOE in 2025. The project is led by the University of Exeter, in partnership with the NATO CCDCOE and the Ministries of Foreign Affairs of Estonia and Japan.

Dr Dias currently sits on the Academic Review Committee of International Conference on Cyber Conflict – CyCon, organised by NATO CCDCOE, and has played a key role in multiple conference sessions. Her paper Limits on Information Operations under International Law was presented at the 15th Edition of CyCon, Meeting Reality.

She holds a DPhil and master’s degree in law from the University of Oxford, and a bachelor’s degree in law from the Federal University of Pernambuco in Brazil, where she is a qualified lawyer.
